Public bug reported:

I regularly run debsums to check if any files changed on the server
based on hashes from packages. Since I upgraded from LTS 14.04 to 16.04,
the /usr/share/doc/libkmod2/changelog.Debian.gz has been regularly
detected as changed. I can fix that by reinstalling the package (apt-get
install --reinstall libkmod2), but soon debsums again detect it as being
changed.

This is happening on multiple servers so I am pretty sure it is not a
bad sector or something. Also, it is happening on more or less clean
install (just with Docker installed, and then I have everything else
inside Docker).
