I just tried firing up "Update Manager" and it mysteriously went and fetched 55 updates. After the updates were complete, the "Language Support" tool now properly shows *all* the languages and when I pick some non-english language such as chinese, it goes ahead and gets all the packages it needs and I now have chinese on my system. Don't know what changed for this to suddenly work. Don't care honestly since it works now ;-)
