Public bug reported:

---Problem Description---

Ubuntu 17.04: kdump fails to capture vmcore when SMT is set to 1,2 or 4.

---Steps to Reproduce---

1. Install Ubuntu 17.04.
2. Configure kdump.
3. Trigger crash.
echo "c" > /proc/sysrq-trigger

"noirqdistrib reset_devices" needs to be passed to kdump kernel as
mentioned in Documentation/kdump/kdump.txt. Mirror the bug to Canonical
for passing this missing parameters to kdump kernel.
