There simply is no keymap for Chinese in xkeyboard-config; it was the
same in Feisty. Chinese defaults to the US keymap.

There is a keymap for Chinese in xkeyboard-config upstream now:

  http://webcvs.freedesktop.org/xkeyboard-config/xkeyboard-
config/symbols/cn?revision=1.1&view=markup

However, we'd need to pull in a new upstream version in order to get
this, and since the basic variant is just the same as the US keymap
anyway, I don't really see that it buys us very much; it's purely a
cosmetic issue. This doesn't seem to be release-critical for us.

I acknowledge the Step bug; somebody else reported this as well.
Unfortunately we've already locked down the archive for release, so it
may be too late to fix this now.
