I have tested this on a Xenial x86_64 system (VM under KVM).  The
4.4.0-65-generic kernel from the "proposed" repository does indeed
provide the NET_DM feature.  I can now use the "dropwatch" program to
trace packet drops in the kernel.  Thanks!
