Public bug reported:

Search for "network" in dash, click "Network proxy", set Method to None
and "Apply system wide" and enter password.

It usually works but sometimes it's just stuck. It rarely happens but it
happens for some reason.

user@host:~$ printenv | grep proxy
http_proxy=http://50.0.0.5:8080/
ftp_proxy=ftp://50.0.0.5:8080/
socks_proxy=socks://50.0.0.5:8080/
https_proxy=https://50.0.0.5:8080/
