In my case the bug was triggered by trying to install the driver for an Epson scanner Perfection V500 Photo. It is a great scanner, too bad the Ubuntu developers think it is enough to support HP printers and scanners. Epson provides proprietary Linux drivers, unfortunately not distribution specific, and not updated very often. I have had to reinstall them after every version upgrade, every time with different errors to bypass. When I first installed the scanner driver on Ubuntu 16.10 I managed to go past by deleting manually '/usr/share/doc/libperl5.22/changelog.Debian.gz' Who knows what I broke by doing that, but I do need the scanner
