You have been subscribed to a public bug:

The Launcher has a property "available" that defines if the launcher can
be revealed or not. This breaks after minimizing an app.

Steps to reproduce:
-> start the shell, select different users and see how the launcher can only be 
revealed for the Guest account
-> unlock the greeter (doesn't matter if guest or not)
-> lock the greeter again, test again -> everything still works as expected
-> unlock the greeter again
-> open a mainstage app
-> minimize the app by swiping from the left (this brings in the launcher and 
hides it again - this breaks it)
-> lock the greeter again, test again -> all users are allowed to bring in the 
launcher now

The greeter still successfully sets the locked properties which is bound
to launcher.available. Also launcher.available still changes but is
ignored by the launcher now.
