AFAIK input methods like the OSK require a third-party process to
mediate between the toolkit and the shell, telling the shell when to pop
up/down the OSK. So not having that intermediary running (and/or with
sufficient privileges) is the problem.

Was it content-hub or something else? I can't remember. If it's not
UAL's job then Unity8 should have it running already as part of the
session.
