Public bug reported:

OS: 16.04 xenial

Steps to reproduce:
1. boot up the system
2. Do not connect to any Access Point, turn on Airplane Mode in Network 
setting(or Press hotkey)
3. found it still shows "Enable Wi-Fi" in the network menu(of the Panel)

ps. if you do connect to AP in Step 2, this issue will not happen.
