Ubuntu MATE 16.10, python-caja 1.16

It is currently not possible to create a Caja extension as a Python 3
package, and have the main extension module import other modules from
the same (or other) Python 3 packages.

I am not sure whether we need a "python3-caja", or simply have the
existing python-caja work with py3 - in either case, py3 support is
essential, in my opinion.
