I don't have too much to suggest, but if you think this was caused by an upgrade, I'd be curious to see which packages (and versions) /var/log/dpkg.log shows were upgraded. But unfortunately, it sounds like you have already reinstalled.
One thing you might try to is to reinstall (using an original 16.04 image, not an updated one). Then, disable the security and update repositories. Install ZFS. See if it works. If so, then it's definitely caused by some newer package.
