This is the first step in adding an option in ubuntustudio-controls to
allow users to switch the CPU governor to "performance" for high
performance audio and video work.

This is a new feature we have wanted to start working on for a long
time, and we would like to get it out there in 17.04 so we can keep
working on it up to the 18.04 LTS release.

The ubuntustudio-controls package is a native package and only seeded in
Ubuntu Studio. The default setting is unchanged, and the users have to
specifically enable the performance setting. So there should be no
impact for normal users, and users of other flavours.

We hoped we would have had it ready for the Final Beta, but failed to
get it ready in time.

It has been tested by the team using this ppa:

And I can confirm that it builds fine and installs OK.

I will attach a debdiff once we have done a little more testing tonight.
If we can get it uploaded soon, the plan is to give it wider testing on
various different hardware with the Zesty dailies up until the Release
freeze next week.
