Public bug reported:

postgresql-client-common puts executable files in /usr/bin/, many of these are
not even prefixed with pg which is kind of messy.
http://packages.ubuntu.com/zesty/all/postgresql-client-common/filelist

The Postgres documentation lists these in /usr/local/pgsql/bin/
https://www.postgresql.org/docs/9.6/static/install-short.html

Move the executables in the packages from /usr/bin/ to
/usr/local/pgsql/bin/ to stay aligned with the official Postgres
documentation. Also, I believe it is the recommended layout for
packagers.
