I can confirm installing caribou solves the problem. It should be
installed by default when installing gnome-shell, or at least when
installing Ubuntu Gnome.

The keyboard appears automatically in GTK applications, including Libre
Office, but not in Chromium, or when using the text-tools in Inkscape
and Gimp. But that might be another issue altogether.
