Public bug reported:

I've been having multiple problems installing on a Toshiba Satellite
UEFI system alongside Windows 10 (upgrade from Win8). I've tried
multiple times but get no GRUB2 menu - the computer just goes into
Windows every time. I would zap and start again but I have an existing
ext4 home partition and need Windows on rare occasions for testing
purposes. I've tried every which way to install and it's just not
happening for me. I've been a linuxer for ever (way before Warty
Warthog) but this darned UEFI system has me foxed.
