The problem still persists in 16.04, which is, that the resize cross
hairs do not show up when the mouse is howevered over the borders of the
window. This is only the case for some applications, most applications,
like gnome-terminal, are not affected. However, at least in the latest
release I can resize the window in evince by right clicking in the menu
bar and selecting "resize". There is also the keyboard shortcut alt-f8,
but I guess only a contortionist can move the mouse with one hand and
hit alt-f8 single handed with the other.
