My simple workaround which forces discover to work as expected: sudo apt-get install cron-apt sudo rm /etc/cron-apt/action.d/3-download sudo ln -s /usr/sbin/cron-apt /etc/cron.daily/cron-apt
It installs cron-apt package, removes default action: download of packages for upgrade and starts "apt-get update" automaticaly daily, more or less within one hour after session start.
