Welcome/Boutique already falls back to its language "de" if its locale ("de_DE") isn't available. However in this case, it does exist, but it's translations are incomplete. Each locale combination are treated as separate entities.
You can force the application to use de by specifying: ubuntu-mate-welcome --locale=de I'll mark #1681041 as a duplicate of this report. To address the situation, we need to organise our languages/locale combinations.
