Thank you for reporting this bug and help make Ubuntu better. I confirm and reproduce this bug. There seems to be different workarounds for different users. Here's my workaround to get my Volume Control on the panel: I re-launch xfce4-panel, then add it as usual. However, the volume control's missing after reboot and I have to repeat the procedure. I'm not really sure what other information you need, but please advise. I'm changing Importance to Low since there's an existing workaround. Thanks
