Adding `universe` to xenial-updates in /etc/apt/sources.list helps:

...
deb http://archive.ubuntu.com/ubuntu/ xenial-updates main restricted universe


So, the "bug"/questions might be:

- Was somehow my setup broken leading to an absent `xenial-updates
universe` in /etc/apt/sources.list?

If my setup was not broken:

- Why is zfs-initramfs in xenial-updates universe, but the other zfs packages 
not?
- Should zfs-initramfs be in xenial-updates `universe` or in `main` like the 
other zfs-packages?
- Should /etc/apt/sources.list include xenial-updates universe ?


Just a hint for other readers of this bug, in case they do not want to enable 
`xenial-updates universe`:

Without `universe` in xenial-updates I can make make everything work, by
downgrading to the version in `main`:

apt-get install zfs-doc=0.6.5.6-0ubuntu8
apt-get install libnvpair1linux=0.6.5.6-0ubuntu8 
libuutil1linux=0.6.5.6-0ubuntu8 libzfs2linux=0.6.5.6-0ubuntu8 
libzpool2linux=0.6.5.6-0ubuntu8
apt-get install zfsutils-linux=0.6.5.6-0ubuntu8
apt-get install zfs-initramfs==0.6.5.6-0ubuntu8
