Doh... Adding `universe` to xenial-updates in /etc/apt/sources.list helps:

If my setup was not broken: - Why is zfs-initramfs in xenial-updates universe, but the other zfs packages not? - Should zfs-initramfs be in xenial-updates `universe` or in `main` like the other zfs-packages? - Should /etc/apt/sources.list include xenial-updates universe ?
