I can confirm this.

Linux Mint 18.1 Serena
Linux Kernel 4.4.0-79-generic
AMDGPU-PRO 16.40-348864

After libepoxy update from 1.3.1-1 to 1.3.1-1ubuntu0.16.04.1 I got a black 
screen on system boot. However, in contrast to the original submission, I was 
able to boot into recovery mode and downgrade libepoxy with 
sudo apt-get install libepoxy0=libepoxy1.3.1-1

This solved the problem for me.
