This issue I have is when I first boot my laptop (HP Envy Ubuntu 17.04)
the wireless will not connect. If I cycle wireless button then I get a
connection.

I found that if I use the work-around described above (don't use random
mac address) then it appears that I do not have this issue.

One other point I also need to check. A long time ago I may have set my
wireless router to assign specific IP addresses to specific MAC
addresses so may have been the cause of my issue.
