Running Mint 18.1 Cinnamon 64-bit. My system has been running for a while but today I hit this same problem, the menu would not respond to the mouse and neither did the toolbar icons.
>From something in an earlier post I changed Nvidea driver and now it all works again.] Available drivers are - nvidea-375 this is the one recommended but I know this causes VirtualBox to crash the whole machine. xserver-xorg-video-nouveau this one does not work with Virtual Box nvidea-304 this is the one I was using nvidea-340 I have changed to this one and all seems well now I have no idea what triggered the problem, must be an update today I guess.
