As listed on the main page for this package
https://launchpad.net/ubuntu/+source/youtube-dl the version distributed
with each Ubuntu release is approximately the version available when the
distro was released.

This is a grave mistake. YouTube constantly updates their website and
youtube-dl must be updated to account for this. As it stands right now,
you are distributing non-functional packages to the users of non-the-
very-most-recent Ubuntu releases, such as the latest LTS, 16.04.
Meaning, 3/4 of the time out of all times the package is outdated.
