Public bug reported: On 17.10 I can't drag a language item upwards to make it the current display language. The UI works partially, i.e. I can drag the top item downwards, and I can also drag the "English" item downwards, so if you are patient enough it's possible to work around the problem.
This issue is present with GNOME shell.
