I updated to kernel 4.12 and the kernel recover usb failures on boot
( the clue was that the usb live cd booted , recovering usb failures, with 
ubuntu 17.04 kernel 4.10 )

+ i booted on macos , and updated the system from the default macos
updater : some stuff on the "bios" should have been updated and now
everything is fine

I dig into the intel problems and found this , for the record  :
