According to the FTP specifications, the only two valid encodings for FTP are plain ASCII (RFC 959) as well as UTF-8 (RFC 2640). Your server violates these specifications and uses a different encoding. As workaround, you can use the Site Manager of FileZilla where you can select a custom encoding for your server which may or may not work.
