It is difficult to provide a nice easy UI but support lots of options
for the window buttons. As an example, before GNOME 3.25/3.26, the GNOME
Tweaks app did not support window buttons on the left at all!
I don't plan on fixing this issue any time soon because it's unclear how
to fix it and not make things worse for users who are happy with the
provided settings. But I'll keep the bug open in case someone figures
out how to make it work better.
