I'm not sure that the greeter for a graphical user session would be the
proper place for changing the default keyboard configuration. A GUI
option for the purpose might fit in some equivalent to unity-tweak-tool
or gnome-tweak-tool.

The terminal command for changing the default keyboard configuration is:

sudo dpkg-reconfigure keyboard-configuration

(Optionally you can edit /etc/default/keyboard manually.)
