Running KDE on Dell Inspiron here. Using KDE power manager does work.

[...] However, the brightness keys don't work. What the brightness keys do is to execute /etc/acpi/video_brightnessdown.sh and /etc/acpi/video_brightnessup.sh. (Anyone wanting to check this should use xev and 'lshal -m') These scripts only call "/usr/bin/acpi_fakekey" with the correct key number.
