Steps to reproduce:
1. Install Ubuntu 17.10.
2. Install gnome-panel and gnome-session-flashback
3. Launch GNOME Session Flashback and try to set keyboard layout switching 
shortcut from indicator-keyboard (Text Entry Settings menu item) on gnome-panel

Expected results:
clicking on "Text Entry Settings" menu item opens `gnome-control-center 
keyboard`

Actual results:
clicking on "Text Entry Settings" menu does not open `gnome-control-center 
keyboard`
