I experience the exact same thing with a fresh Kubuntu: I am told that a
newer Kubuntu is ready, and during the upgrade process it reports that I
have the newest version, and there is a button to record a bug. It also
tells me that libportaudio0 is unsupported by Canonical. The bug is
reproducible on my computer. What looks weird also, is that the upgrade
tool is running the task "Preparing upgrade", and immediately afterwards
it restarts the upgrade task and runs "Preparing upgrade" again; and
then it discovers that I already am running 7.10.
