I looked up the publishing history for this package and found that it was removed due to the FTBFS, but also because it depended on an old version of gsl, see https://launchpad.net/ubuntu/+source/pspp/+publishinghistory and bug 1709158 for details. I skimmed the Debian changelog but didn't see anything mentionting gsl specifically. Do you know the current state of this issue?
