With ppa's at [1],[2] I tested and while it seemed 100% reproducible before it now seems to work on artful. On Xenial I hit the error at least once still.
So there seems to be a race left that needs further analysis. Actually the change changed more than just the file - I'll tear the Debian change apart and make sure it is fully backported for the next test.
