Ben, I feel your pain and couldn't agree more. I'm under the impression that this attitude is getting more common as Canonical focuses on server and IoT. Where are the days where the 100 Papercuts (https://wiki.ubuntu.com/One%20Hundred%20Papercuts) got a really high priority? IMHO, this bug sure seems to qualify...
