I have the same problem with Gutsy. 2.6.22-14-generic
lsusb finds my usb sound card but aplay -l, only shows it some of the time. I'd say 1/4 of the times i start it detects my usb sound card, all the other times its just listed under lsusb. I typically just keep restarting the computer until it finds the card, usually 5-6 times until it does.
