xserver-xorg-video-ati version: 1:7.9.0-0ubuntu1
Graphics: Gallium 0.4 on AMD PITCAIRN (DRM 2.49.0 / 4.10.0-35-generic, LLVM 
4.0.0)
GPU: Sapphire R9 270X

The screen flickers every time the GPU recieves some workload (e.g. moving the 
mouse or opening a window).
This is probably caused by the DPM (dynamic power management). The bug is gone 
when I set /sys/class/drm/card0/device/power_dpm_force_performance_level to 
high or low. The bug is present when set to auto.
I know that some people has removed his R9 270X from the quirk list and 
recompiled the kernel fixing the issue.
