If anyone stumbles on this bug and is fed up with logind/policykit/etc. complexity, feel free to apply the attached patch "xfce-4.12_2_force-SUDO-fallback-shutdown.patch" and grant yourself nice&simple privilege in sudoers. See the patch header for instructions.
