So, for the password history settings - it turns that while they're implemented at the per-entry level, the global settings for password history (on the options tab) are not implemented. They're on the form, but it's not connected to anything in the code (there's a comment in the code with TODO).
I've taken it on myself to code up an implementation and am working on submitting it upstream, so I expect that should take care of the password history part. Other settings that I've tried have persisted for me, including toggling the dragbar. So, sorry to say, I haven't been able to reproduce what you're seeing. Since the password history settings are a known issue and a fix is in progress, maybe we should try to take everything else one-thing- at-a-time, starting with the dragbar. The dragbar toggle is saved in the config file in your homedir (typically ~/.pwsafe/pwsafe.cfg). Does that file exist, and is it writable?
