I've tested with the packages from the ppa:

qemu:
  Installed: 1:2.8+dfsg-3ubuntu2.7~ppa5cloud
qemu-system-arm:
  Installed: 1:2.8+dfsg-3ubuntu2.7~ppa5cloud
qemu-system-aarch64:
  Installed: 1:2.8+dfsg-3ubuntu2.7~ppa5cloud


Rebooted the instance and it aquired an IP address and booted.
