Same for me with Ubuntu MATE 17.04 → 17.10 (final, not beta). The dialog
appeared multiple times and at the end of the process I got a message
saying that the upgrade failed. I tried to finalize it with sudo dpkg
--configure -a and sudo apt-get install, tried to force a reinstall of
this package (sudo apt-get install --reinstall cracklib-runtime) and it
all went well after a reboot.
