I can confirm that it still affects Xubuntu 17.10. The workaround was:

Sessions and Startup > Advanced > Shutdown > Lock screen before sleep: untick
Sessions and Startup > Application Autostart > Screen Locker: untick

BOTH options have to be disabled. The light-locker still runs but the
screen is not locked before sleep.
