@Konrad: thanks for taking the time to explain the situation details. However I have to report that when switching to Windows 10, on the exact same PC (just a drive swap), Bluetooth performs flawlessly with both my speakers (JBL Flip 3 and UE Miniboom).
This suggests that it is not a hardware problem but a software one. FYI this problem sits high on the Pulseaudio bug list, but...
