Ok, the messages for low and critical battery are now displayed on the Dell 
Latitude D630 and the system shuts down/hibernates when the battery reaches the 
set mininum. To achieve this, I had to go through the following steps:
In gconf-editor: uncheck /apps/gnome-power-manager/general/use_time_for_policy.
In gconf-editor: set the percentage values at 
/apps/gnome-power-manager/thresholds to higher levels, e.g. 90, 80 and 70.
Reboot.
In gconf-editor: set the percentage values at 
/apps/gnome-power-manager/thresholds to reasonable levels, e.g. 10, 5 and 3.

The message that ought to appear when the battery is fully charged, is
still not displayed, thought (but it isn't much of a problem either).
