Because pre-artful 4.13 the kernel doesn't have the commit that actually checks the ucode and disables the timer for buggy fw versions. (I should probably get that commit backported to avoid buggy TSC_DEADLINE timer use). If your cpu ucode isn't at the fixed level, your TSC_DEADLINE timer is buggy and may cause problems.
