As this is reported on 16.10, 2 releases before Wayland became the
default window system, I wonder if this really has anything to do with
Wayland. I see it mentioned in the tags but not in the bug description.

If it does have something to do with Wayland, it should be marked a
duplicate of bug #1551951, which will go to the Synaptic maintainers,
not as a duplicate of bug #1712089 which is a general "root graphical
apps don't work on Wayland" issue. The latter will, I expect, be
WONTFIXed as this is a Wayland design decision.
