Beginning with 17.10 this is an issue. Before 17.10 you could workaround the issue by installing an encrypted luks in your locale by starting the live desktop and setting the correct keyboard BEFORE starting the installer.
This workaround does not work anymore since 17.10. It's pretty sad that this is still an issue today...especially since the issue is known for years. Afaik, the only distribution installers doing it right at the moment are Fedora's Anaconda and Antergos Cnchi. Suse is currently working on a proper upstream fix for Systemd: http://bugzilla.suse.com/show_bug.cgi?id=1046436 so this issue will be fixed for OpenSuse in the next Leap version.
