Binary package hint: fast-user-switch-applet

I have been watching friends use Ubuntu Gutsy for the first time and
making notes about what things confuse them. I ran into a usability bug
with the user switcher applet.

To reproduce the bug, do a fresh Gutsy install on any machine and check
the fast user switcher applet. You'll notice that there is only one
choice, and that choice is marked grey -- this is bad for usability
because it provides an applet that has no use and offers no explanation
about what it does. This adds to the feeling of Ubuntu being "over the
user's head".

The way I see it, two fixes should be made.
1) By default, the applet should display only if there are multiple users on 
the machine (just as the battery applet icon only displays if there is a 
battery and it is charging or discharging).
2) When the applet is clicked, the resulting drop-down menu should have title 
text before the list of users is displayed. The title should say "Switch to 
user:" or something similarly indicative of what will happen when one of the 
users is clicked.

The problems that are solved by those changes are as follows:
1) Owners of machines with only one user will not be pestered by the addition 
of an applet which is not useful to them.
2) New users will not be confused by an extra applet in the LiveCD desktop.
3) Users who are not familiar with the applet's function will have a textual 
indication of what will happen when they click on one of the users in the list.
