For the most part, only critical bug or security fixes are added to older releases. These are known as Stable Release Upgrades (https://wiki.ubuntu.com/StableReleaseUpdates) However, there is another possibility, which is known as backports. In this case, a package is taken from a newer release and rebuilt for an older one. It is then made available in the -backports repo, which is part of the official archive, albeit not enabled by default. Since keepass2 2.37+dfsg-1 is available in bionic (the upcoming 18.04), it might be possible to backport this to older Ubuntu releases.
